Montenegro, region by region

Each region is measured from Podgorica Airport, which sits between the capital, Lake Skadar and the Sozina tunnel to the coast.

Podgorica & Lake Skadar

The capital 15–20 min north of the terminal, and Lake Skadar, the largest lake in the Balkans, 25–30 min south-west at Virpazar, with boat trips through the water lilies and the river village of Rijeka Crnojevića nearby.

Budva, Bar & the coast

Through the Sozina tunnel to Bar in about 45 min, then along the Adriatic: Sveti Stefan and Budva about 1h10–1h15 from the airport, and Ulcinj and its long sandy beach to the south in about 1h15.

The Bay of Kotor

A deep, mountain-ringed bay on the north coast: the walled town of Kotor about 1h45 from the airport, baroque Perast and its island churches just beyond, and Herceg Novi at the mouth of the bay.

Kolašin & Durmitor

North into the mountains on the new motorway: Kolašin and the Biogradska Gora forest in about an hour, the Đurđevića Tara bridge over Europe's deepest canyon in 2h15, and Žabljak under Durmitor in about 2h30.

Driving in Montenegro

Right-hand traffic and short distances, with a few rules visitors miss: headlights in daylight, two tolls and winter equipment in the mountains.

Headlights on, day and night

Montenegro drives on the right, and dipped headlights are compulsory at all times, all year. It is one of the most common fines for visitors, so switch them on as you leave the car park.

130 only on the motorway

Limits are 50 in towns, 80 on other roads, 100 on expressways and 130 on the one short motorway north of Podgorica. Mountain and coast roads are often posted lower, and police check speed often.

Two tolls to know

The Sozina tunnel on the road from Podgorica to Bar and the motorway from Podgorica to Mateševo both charge a few euros at a booth. The rest of the road network is free.

Winter equipment in the mountains

From mid-November to the end of March, winter tyres or chains are required on mountain roads such as those to Kolašin, Žabljak and Cetinje. The coast rarely sees snow.

Alcohol 0.03%

The general limit is 0.3 g/l, lower than in much of Europe, and stricter still for new and professional drivers. For a day on the mountain roads, the only safe amount is none.

Minimum age 21

With at least one year of driving experience. Some vehicle categories set a higher minimum, and it is shown on the car while you are still choosing.

Do I need a passport, and what currency is used?+

Montenegro uses the euro but is not in the EU or the Schengen area, so there is a passport check on arrival. EU citizens can enter with a national ID card; everyone else needs a passport.

Can I drive the rental car to Croatia, Albania or Bosnia?+

Only with the partner's written permission, which usually carries a cross-border fee. Ask before you book if you plan to visit Dubrovnik or Shkodër, because crossing without it can leave you uninsured abroad.

Are there toll roads?+

Two: the Sozina tunnel between Podgorica and the coast at Bar, and the motorway north from Podgorica to Mateševo. Both charge a few euros at a booth. Every other road in the country is free.

Do I really need a car here?+

Yes, unless you stay in one resort. Buses link the main towns, but Ostrog, Lake Skadar, the Lovćen road and Durmitor are slow or impossible without a car, and the drives themselves are much of the point.

When is the best time to drive in Montenegro?+

May, June and September. July and August bring heat and long queues on the coast road between Budva and Kotor, and from November to March the mountain roads can need chains while the coast stays mild.
