Yes. The resort strip is walkable, but the public buses do not reach Knossos, the Lassithi Plateau, Spinalonga or the south coast. With a car you can get to any beach or village in your own time, skip the packed transfer buses and drive back to the airport when it suits you.

Generally, no. The VOAK north-coast motorway between Heraklion and Agios Nikolaos is straightforward dual-carriageway driving. Hersonissos village streets are narrow, so park on the outer road and walk in; the Lassithi mountain roads twist a lot but are fully paved, so take them slowly.
No. Every road around Hersonissos and across Crete is toll-free, including the VOAK coastal motorway west to Heraklion and east to Agios Nikolaos. You will not need coins or a toll tag anywhere on the island.
